Dawes said the program aided in the path toward recovery, but the industry still has a long way to go. He is looking for a spike in sales that lasts longer than three or four months.

Bob Boyd Auto Family General Manager Bobby Dawes said sales levels are back to normal, unfortunately, after seeing a 30 percent to 50 percent increase during the federal program.

He said sales took an expected fall after the peak of the Cash for Clunkers, in part because of low inventory at the dealership.

Taylor Team of Dealerships Vice President Milt Taylor said dealing with "inconveniences" of Cash for Clunkers are well worth the program's sales boost. Taylor's vehicle inventory is less than half of normal levels, which is both good and bad.

Taylor said the sales boost provided by Cash for Clunkers might help the dealer weather the storm of some tough months ahead.

Congress approved about $3 billion for the program. The popularity of the program -- officially called the Cars Allowance Rebate System -- was evident when the initial allotment of $1 billion was used within the program's initial week.

"I think we're all anxious about the future of our industry and our customers' willingness and ability to buy new cars," he said. "We have to stay with the basics of selling our products."

"Right now, at this moment, they are so low that when you don't have a lot of inventory it can be tough to match a customer with a car," he said. "But it's a good time of the year as we approach the model year changeover and (fall and winter) traditionally has been a slower time period."

Buckeye Honda Vice President Scott Thomas has seen an increase in used-car sales, but decrease in new vehicle purchases.

Several local dealerships, including Taylor Team of Dealerships, Bob Boyd Auto Family and Buckeye Honda, are waiting to receive at least a portion of the government's reimbursement. Automakers are also trying to refill the lots of local dealers, which were depleted by the government program.

Cash for Clunkers enticed hundreds of thousands of people to dealers in July and August by offering government rebates of up to $4,500 to trade in older, less efficient vehicles for newer, more fuel-efficient cars.

First Bremen Bank loan officer Trisha Kyer said she processed about 100 car loans in August, which isn't far from the average. She said the volume of requests was much higher, but restrictions by government and credit limit hampered the bank from processing more.

"We are just going to continue to manage expenses," he said. "We're not going to go crazy and buy more than we need after one big month."

"The dealers had a lot of paperwork before it got to us, dealers and customers really had to have so many ducks in a row, if not then we weren't able to put them through," she said.

"A lot of people that had clunkers and were ready to buy took advantage of the program. That group of people are out of the market for a little while now," he said.
