While many politicians have tried to distance themselves from Easley, some still defend him.

The charges the election board hearing will consider overlap the focus of a separate, unrelated federal investigation into Easley and his wife. No criminal charges have been filed in any of the probes of Easley or his associates.

The board could exonerate people or rebuke, sanction or fine anyone it finds has acted inappropriately. The board could also refer cases to a prosecutor for criminal charges.

The weeklong hearing is expected to produce the first public comments from Easley, who has been subpoenaed to testify along with his political associates.

The allegations against the former governor center primarily on a questionable lease of a state-owned marina in Easley's hometown; the apparent below-market purchase of a lot in an upscale subdivision at the coast; free campaign air travel, cars and a country club membership; and a high-paying job created at N.C. State University for Easley's wife, Mary.

Two other Easley appointees - Elizabethtown natives Mac and McQueen Campbell - also resigned under pressure as questions arose in the scrutiny of Easley.

But the federal investigation has forced some of Easley's associates to testify before a grand jury in recent months. They include Fayetteville residents Robert Bleecker, a car dealer, and George Tatum, who was forced to resign in 2007 as head of the Department of Motor Vehicles.

Ten years ago, powerful Democrats threw their support behind a relatively unknown gubernatorial candidate from Southport - Mike Easley.

Specifically, the elections board is looking into whether the Mike Easley Committee violated state elections laws governing contributions and campaign finance reports. The board is also trying to determine whether the state Democratic Party acted improperly by serving as a conduit for donations headed to Easley's committee.

They lined up to provide money and favors for Easley's campaign. When he was elected, he rewarded many. They got access to the governor, were appointed to positions of power, found simpler ways through complicated bureaucracies.

Monday, some of the allegations get a public airing. The State Board of Elections has scheduled a hearing on questions about Easley's campaign committee and the Democratic Party.

Gary Bartlett, the board's executive director, said the board is responsible for gathering the facts and determining whether laws were broken.

According to the board's Web site, Easley is among a long list of people who have received a subpoena and is expected to testify. At least 28 people had been served with subpoenas by Friday, including former Democratic Party Chairman Jerry Meek.
