OGDENSBURG — The city is moving forward with its $7.5 million overhaul of Paterson Street, which is the main trucking route for the Port of Ogdensburg.
Fifteen firms submitted their qualifications for the project. However, the city was not required to select the firm based on competitive bid and there was no price tag for the firm's work, according to city Planning and Development Director J. Justin Woods.
Eighty percent of the project will be funded through the federal Coordinated Border Infrastructure program, which will be administered by the state Department of Transportation. The Municipal Streets and Highway Program, which draws on both federal and state DOT money, will cover 15 percent. The city will be responsible for the remaining 5 percent.
"The rebuilding of Paterson Street recognizes that the Port of Ogdensburg remains an important trade link in Northern New York, while respecting the fact that local residents should not independently shoulder the cost burden of maintaining this vital link," City Manager Arthur J. Sciorra said in a statement.
Officials estimate the overhaul will take about two years.
After getting the go-ahead for the project from state officials in June, city officials have chosen Barton & Loguidice, Syracuse, to design and manage the project. The work involves reconstructing about a mile of the crumbling street, including sidewalks and curbs, and separating the sanitary and storm sewers from the eastern city limit along the road to the entrance of the Port of Ogdensburg.
"We selected a firm based on qualifications, as instructed by the state," he said. "B&L have a very impressive track record. They worked with the city on a number of projects and so they rose to the top above the others."
According to city officials, Paterson Street has deteriorated over the years owing to the constant heavy traffic from the port, and parts of the sewer system underneath are more than 100 years old.
Although officials said the road will not be completely inaccessible during that time, the Ogdensburg Bridge and Port Authority is pursuing a $1.3 million grant from DOT to build a secondary access road along Barre Street to handle the port traffic.
After being notified in February that DOT moved the project up a year to its 2010-11 capital program, the City Council committed up to $905,000 for the initial phase of the project. Under the funding guidelines, state and federal money for the project will be reimbursed to the city after each phase is completed.
